World Athletics has restored the under-20 5,000-meter race walk as a world-record event, reopening an official record pathway for junior competitors after a vote by the sport’s governing Council.

The decision took effect immediately following the Council meeting held July 1 and 2. World Athletics set inaugural standards of 18 minutes, 50.00 seconds for men and 20 minutes, 30.00 seconds for women after reviewing all-time performances.

Those thresholds are separated by one minute, 40 seconds over the same 5,000-meter distance. They function as entry points for the record category: an eligible performance must meet or better the relevant standard and satisfy ratification requirements.

The Council action does not automatically place a name beside either record. World Athletics still must receive and validate a qualifying performance under its rules, including the event’s technical conditions and the controls that apply to world-record ratification.

Race walking is judged by two defining technical requirements. An athlete must maintain visible contact with the ground, and the advancing leg must remain straight from first contact until the body passes over it. Infractions can lead to warnings or disqualification.

The restored 5,000-meter category creates a track-based benchmark for under-20 athletes that is shorter than senior championship road distances. Because it is expressed in an exact time, it also gives national federations and meet organizers a clear target when planning record-eligible events.

World Athletics did not publish the full list of historical performances it evaluated in the Council release. That limits independent reconstruction of why the two thresholds were chosen, though the governing body explicitly said its standards followed a review of all-time marks.

Any eventual record will depend on more than the clock. Eligibility, certified timing, course or track conditions, officiating, doping control and formal ratification can all determine whether a performance enters the record book.

For junior race walkers, the immediate consequence is straightforward: the distance once again has a recognized global record category. The standards define the gate, but the first ratified athletes to clear it will supply the names and performances that make the restored records real.
