The Belt Railway Company of Chicago has asked federal regulators to approve a positive train control safety-plan amendment for network maintenance scheduled during four windows in September and October.
The Federal Railroad Administration is accepting comments through Sept. 1. Publication of the notice opens review; it does not mean FRA has approved the request.
Belt Railway submitted the amendment Aug. 6 for work on its operational-technology network. Because the request involves a material modification to an FRA-certified system, federal rules require public notice and an opportunity to comment.
The railroad says it does not plan to disable its Interoperable Electronic Train Management System, known as I-ETMS, and will take measures to avoid outages.
It also tells FRA that transient network behavior or unforeseen maintenance effects could cause brief communication losses between the system's back-office and onboard components. The request seeks approval for temporary outages that might occur during the planned windows.
Positive train control is designed to help prevent specified train-to-train collisions, overspeed derailments and other covered events. This filing concerns the certified system's maintenance plan, not a report that such an event occurred.
FRA can approve the amendment, approve it with conditions or deny it. The agency says it will consider timely comments and may consider later submissions when practicable without delaying valuable or necessary system modifications.
The public notice identifies the four-window request but does not itself establish the duration or operational effect of any outage. Final conditions, if any, will depend on FRA's review of the docket.
